Head of Secretariat
Previously the Head of the Development Finance Architecture and Global Governance unit in the OECD’s Development Co-operation Directorate, she implemented new strategic orientations of the policy work on standard setting, benchmarking and analysis of the changing development finance landscape and built new partnerships, including with the UN, in the run-up to the 2015 Third International Conference on Financing for Development and the adoption of 2030 Agenda on Sustainable Development. Prior to joining the OECD in 2007, Ms Steensen held several positions within the Danish Ministry of Foreign Affairs’ bilateral development co-operation branch (Danida) and with international consultancy firms COWI and NIRAS. Katie Johanna Vanhala is Technical Advisor to the Multilateral Organisation Performance Assessment Network. Most recently she worked as an evaluator with UNESCO’s Internal Oversight Service reviewing their field operations in Africa. She has spent six years in Asia-Pacific as Monitoring and Evaluation Specialist with the UNDP Interagency Project on Human Trafficking, and with the UNESCO Asia-Pacific Regional Bureau for Education in Bangkok as an Education Specialist, and has worked for the World Food Programme in Lao PDR. She completed graduate studies in Development and International Cooperation in Finland and Sweden, and undergraduate studies in Canada. Email contact:email@example.com
Mitch Levine joined MOPAN as a Policy Analyst in 2017. He previously worked with the OECD on development finance and comes with several years’ experience working as an Information Management and Assessment expert, most recently during the Nepal earthquake response with the Shelter Cluster (IFRC). He also has experience in acute emergencies, refugee crises, and development contexts in Lebanon, the Philippines, Kyrgyzstan, and Tajikistan with UNHCR, REACH, and ACTED. Mitch specialized in international organizations and global governance while earning an MSc in International Relations from the London School of Economics and Political Science and a Master’s in International Public Management from Sciences Po Paris. He also holds a B.S. in Geographic Information Systems and B.A. in Political Science and English Literature from the University of Arizona. He is from Tucson, Arizona. Samer Hachem joined the MOPAN Secretariat as Senior Advisor in 2017. Prior to this, he worked for the Independent Development Evaluation of the African Development Bank Group, where he was manager in charge of evaluations of institutional processes and reforms, and of country strategies and programs. Besides his evaluation experience, Samer brings expertise in results management in multilateral organisations, including UNDP and the African Development Bank. His more than 20 years professional experience also includes management consulting, leading programme management offices for large change initiatives, and working on performance management in the banking sector. Samer holds an MBA from HEC Montreal, and an engineering diploma from Ecole Centrale Paris. He is a French and Tunisian national. Email contact: email@example.com
Jolanda joined MOPAN as Policy Adviser in 2016. Prior to this, she worked with the OECD’s Development Co-operation Directorate as a peace and conflict adviser, specializing in development and humanitarian policy approaches to conflict and fragility. She also worked on development finance, specifically multilateral aid, and conducted 5 OECD-DAC Peer Reviews. Before joining the OECD in 2008, Jolanda worked with the UN for 5 years – with the Peacekeeping Mission in Liberia, with DPKO’s Best Practice and Policy Unit, and with OCHA’s Early Warning and Contingency Planning unit in New York. She also brings NGO experience including from Georgia and Russia. She holds a M.A. in international relations (Economics / International Development) from Johns Hopkins / SAIS, and an M.A. in French and Russian from University of Bern. Jolanda is a Swiss national. Sophia Katsira joined MOPAN in 2013. She has built solid experience in high-level events management and communication tools through her work across various OECD directorates. Michelle Ortiz joined MOPAN in 2018. Prior to this, she worked in the OECD’s Public Governance directorate as an event coordinator, and also has experience working with UNESCO delegations. She has good experience in providing all-around organisational support and has gained experience in planning, coordinating and organising meetings and events. Michelle studied both in Colombia and France, and holds a M.A. in International Law from Sorbonne Paris I University and a M.A. in Sociology of law from Pantheon-Assas Paris II University. Michelle is an American-Colombian national and is fluent in Spanish, English and French.
